My colleague isn't working on the dialogs. Does he also need a developer version of IDM if he wants to build the product?

Yes, it also requires a developer version.

What is the difference between a developer license and a porting license?

The porting license does not include the development libraries, but it does include everything needed to build the application.

A developer license also includes the graphical IDM editor, the debugger and the profiler.
